These responsibilities often entail difficult choices, self-sacrifice, and exposure to public criticism. However, it also brings a great deal of personal satisfaction to share their academic successes with parents, staff, and students. This crucial responsibility and the closeness of board members to the voters make the local board of education the purest example of democracy our society presents.
How do boards of education make decisions?
A board of education is a governmental body so it can take action only by a majority vote at a legally called public meeting. The individual board member's major responsibility is to study, evaluate, and, after due consideration, vote in the best interest of all students at such a meeting. A board member who attempts without authorization to speak for the whole board, direct members of staff, or make other individual decisions is exceeding his or her authority.

Dwayne Schad has served on the Morgan County R-II Board of Education for a total of 29 years as of April 2025. He is currently the President of the Board of Education. Over the years, he has also served as Treasurer and Vice President. A lifelong resident of Versailles and a 1974 graduate of Morgan County R-II High School, Dwayne has deep roots in the community.
Dwayne has been a self-employed farmer since the age of sixteen—53 years in total. He chose to serve on the school board because he believes in the importance of community involvement. He says, “Morgan County R-II is one of the biggest employers in Morgan County, and I wanted to try and help make decisions that would benefit our students, our staff, and our community.”
In addition to his board service, Dwayne is active in a variety of civic and community organizations, including the Missouri Commission Growers Association, the Morgan County Farm Bureau, the Missouri Cattlemen’s Association, MFA Inc., the Young Farmers FFA Support Group, and Hopewell Union Church. Dwayne is also a devoted family man. He and his wife, Amy, have been married for nearly 50 years. He shares, “God has blessed us with four children, all graduates of Morgan County R-II, and eight grandchildren—three of whom currently attend Morgan County R-II. We’ve been raising cattle and row crops near Versailles all our lives.”
When he’s not presiding over board matters, Dwayne enjoys farming, collecting John Deere memorabilia, attending tractor pulls, and giving tractor rides. He loves talking about and promoting farming and its history. He also enjoys traveling across this great country and spending time at home as a proud member of his community.
Dwayne adds, “The Morgan County R-II School District is a great place to live, work, learn, and play. And by the way, if you see someone without a smile, give them one of yours—it might just come back to you!” We are thankful to have Dwayne on our Morgan County R-II Board of Education and for the years of service he has given to this district, community, and our state as an active citizen.
April Boicourt has served on the Morgan County R-II Board of Education since April 2018 and has held the role of Vice President for the past three years. She is a 1999 graduate of Oak Park High School in Kansas City, Missouri, and later earned a Bachelor of Arts degree in Psychology with Elementary Education Certification from Columbia College.
April is the Vice President of Paden Logistics, a family-owned business based in Norfolk, Virginia, where she works remotely. She has been with the company since 2018.
April and her husband, Corey, have been married since 2002. Corey is a graduate of Morgan County R-II High School. They have three sons, a new daughter-in-law, and are actively involved in their children’s activities and events. The family lives in the country and raises Labrador Retrievers.
April chose to serve on the Morgan County R-II Board of Education because she has a deep, personal investment in the district. She is the mother of a 2019 graduate, a current senior, and a 7th grader (as of the 2025–2026 school year). April says, “I want to ensure all children receive a quality education and become lifelong learners. I also believe in and fully support our staff.”
She is the president and founding member of Tiger Nation, Treasurer of the Morgan County Athletic Club (MCAC), and Vice Chairman of the Versailles Community Betterment – Youth Services group. In her free time, April enjoys reading, watching her kids play sports, and gardening.
Brad Chamberlain has served on the Morgan County R-II Board of Education over 15 years and currently holds the position of Board Treasurer. He is the owner and barber at Brad’s Barber Shop in Versailles, Missouri. A 1988 graduate of Morgan County R-II High School (Versailles), Brad was active in student council, DECA, football, and track & field during his time as a student.
When asked why he chose to serve as a school board member, Brad shared, "I am proud of our school district, and I want to be part of the future of our school district's success." He believes the most rewarding part of board service is witnessing the growth and success of students and their achievements.
Over his years on the board, Brad has seen many changes—from leadership transitions to faculty and staff updates, as well as major building projects—all of which have shaped the progress of the district.
Brad is married to Kellee, a kindergarten teacher at Versailles Elementary. Together, they stay busy attending a wide variety of school events. They have a daughter and three sons, all of whom graduated from the Morgan County R-II School District. In his free time, Brad enjoys hunting, fishing, baseball, and spending quality time with his family.
Lori Croy has served on the Morgan County R-II Board of Education since April 2021 and recently began her second term. A 1982 graduate of Morgan County R-II High School, Lori earned a Bachelor of Science degree in Music from Southwest Baptist University in Bolivar, Missouri. She later completed her elementary certification and a Master’s degree in Music with an emphasis in Kodály from the University of Central Missouri in Warrensburg.
Lori dedicated thirty-one years to the Morgan County R-II School District, where she taught Kindergarten, Elementary Music, and 6–12 Vocal Music. She retired in 2018 but has continued her passion for education by working part-time at Latham Elementary and will be at High Point Elementary during the 2025–2026 school year.
When asked why she chose to serve on the Board of Education, Lori shared, “I love this community. I grew up here and worked in the district for most of my career. I felt that I brought a valuable perspective to the board as a former teacher. I have grandchildren in the district, so I have a vested interest in the continued success of the school.”
Lori married her high school sweetheart, Terry Croy, in 1986. They have two adult children and four grandchildren, all of whom live in the district. When she’s not working or fulfilling her board duties, Lori enjoys working with youth and helping lead worship at the Versailles Assembly of God Church. She also values spending time with family and friends and enjoys supporting students at various school events.
Rosalie Dear joined the Morgan County R-II Board of Education in April 2019 and recently was voted to serve another term (as of April 2025). While she may seem quiet and reserved, Rosalie is actively listening, observing, and processing information—and she’s always ready to speak up when the moment is right.
Rosalie is a devoted and busy mother of three wonderful children. Her days are filled with the everyday joys and challenges of parenting. She values attending church, teaching her children manners, and encouraging them to help others and engage with the world around them.
In addition to being a dedicated wife and mother, Rosalie is also a registered dental hygienist, working with her husband who is a local dentist. She enjoys running and yoga and brings a “do-it-yourself” spirit to home renovation projects she tackles with her husband.
Rosalie is a thoughtful, engaged, and valuable member of our board, and we’re grateful to have her as part of the team!
Brian Rasa joined the Morgan County R-II Board of Education in April 2021. He is excited and committed to helping make Morgan County R-II a great place for both students and staff.
Brian is married to his wife, Kendra. They have four children currently attending Morgan County R-II: Bentley, Jaxton, Rowan, and Daulton. Kendra is also a graduate of Morgan County R-II and serves as a substitute teacher for the district.
Brian currently works for Co-Mo Connect, powered by Co-Mo Electric Cooperative. He is a journeyman lineman and takes pride in helping to keep the lights on in our community. He is a great asset to the school district by bringing skills in communication and strategic planning.
Brian is an active member of Family Worship Center in Versailles, where he has enjoyed helping with the youth group. When he’s not working, he loves spending time with his family and watching his boys play sports for Morgan County R-II. His hobbies include hunting, fishing, golfing, and just about anything outdoors.
Cassie Wilhelm joined the Morgan County R-II Board of Education in April 2023. A lifelong resident of Versailles and a 2010 graduate of Morgan County R-II High School, she continued her education at Central Methodist University. Cassie is a restaurant owner at the Lake of the Ozarks and an active member of the Versailles Chamber of Commerce.
Her connection to the district runs deep—both of her parents worked for and retired from the Morgan County R-II School District, her brother previously taught at the Morgan County R-II School District, and she has a niece and two nephews currently attending school here. Cassie enjoys supporting student-athletes by attending various school sporting events in her free time.
She takes pride in her strong family values and is committed to using her strengths to positively impact both the school and the wider community. As a board member, Cassie is focused on being a voice for teachers, students, and parents.
